We all rely on the safety of structures that surround us in our everyday living- from our homes and offices to our stores, schools, factories, places of entertainment, etc. MN State Building codes provide important minimum safeguards and standards to public health, safety, and general welfare, so the City of Isanti has adopted the MN State Building Codes in addition to the City's Zoning codes.  Also, the codes help promote energy conservation, and the safety to life and property from fire and other hazards as well as to fire fighters and emergency responders during emergency operations. The building department is here to help ensure that the structures built within the community meet at least these minimum requirements and codes.

Building Permit and Plan Review Policy

The City of Isanti is now requiring As-Built grading permits for all new construction residential and commercial projects as well as any construction project that alters the grade of the parcel.

Standard permits that don’t need a plan review may not be issued immediately due to building department staff availability. Permits could take up to 10 business days to issue. City staff will make every attempt to issue standard permits as quickly as possible.

Review time is 10 business days provided all of the required information is submitted to conduct a complete review. Plans are reviewed in the order they are received. The City of Isanti does not give preference to any applicant(s) for expedited plan review.

The City of Isanti reserves the right to require additional time for issuance of permits and plan review during the busier construction season and heavier staff workloads. However, City Staff will make every effort to notify the applicant as soon as possible of the longer time period.

What hours are construction activities allowed to take place within the City of Isanti?

Ordinance § 216-4 Public nuisances affecting peace, safety and general welfare states the following regarding construction activities: 

No person shall engage in or permit construction activities involving the use of any kind of electric, diesel, or gas powered machine or other power equipment, manual tools, movement of equipment, and other activities except between the hours of 7:00 a.m. and 9:00 p.m. on any weekday or between the hours of 8:00 a.m. and 8:00 p.m. on any weekend or holiday.

Exceptions: The following shall be declared to be exceptions from the provisions of this Subsection B. This listing shall not be deemed to be exclusive.

  1. Emergency work. Operations and acts performed exclusively for emergency work to preserve the safety, welfare or public health of the citizens of the City or for emergency work necessary to restore public service or to eliminate a public hazard shall be exempt from the provisions of this subsection. Persons having performed emergency work under this subsection shall inform the Police Department at the time of the need to initiate the work or if during non-business hours of the City offices than upon resumption of business hours of the City. Any person responsible for emergency work shall take all reasonable actions to minimize the amount of noise pollution or vibration.
  2. Approved work. Upon timely application being made and the necessity therefore being established, the City Council may suspend the operation of this section for a specific purpose at a specific location and for a specific length of time by Council action and by giving public notice of the nature and limits of the suspension. The City Engineer may also authorize an exception for dewatering, mass grading, road construction, and other activities for Council approved projects.
When is a permit required?

The first step before beginning any project is to establish whether or not it requires a permit. See the informational handouts from the link above, but if you are at all uncertain as to whether or not a permit is required please contact Rum River Consultants to find out (763) 331-7722.  

As stated in the 2020 MN Building Code 1300.0120:  "An owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a buiding or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, or other equipment, the installation of which is regulated by the code; or cause any such work to be done, shall first make application to the building official and obtain the required permit."

Do I have to apply for my building permit online?

City staff is pleased to inform you that we have now transitioned to a paperless permit and plan review system to improve permit services. As of Monday, January 23rd, 2023, the City of Isanti will no longer accept paper permit applications. In an effort to accommodate everyone involved, permits can be applied for online via the city website at Building I Isanti MN (cityofisanti.us) For those of you that would rather stop by City Hall to obtain a permit, we now have a permit kiosk that can be used to apply for permits. Paper plans will no longer be accepted and can now be downloaded through the City portal. 

Payment services will remain the same - an applicant can use a credit card, check, or cash ( credit card payments are still subject to a 3% plus $0.50 service fee). In addition, we have introduced an ACH payment system allowing you to pay with an electronic check for only a small fee of $1.00 per transaction.  

All approved plans and applicable documents will be attached to the electronic permit and available for you to download and print once the permit is approved. A copy of the approved plans and inspection card will need to be printed out by the applicant and kept on the jobsite.

How long will it take to issue my permit?

Typically Building and Zoning Permits will review plans and issue permits within 10 days. During busy times, review can take longer.
